Background |
|
|
Pattan has some sixteen years of experience in emergency response to the range of humanitarian disasters which have struck Pakistan. The organisation's original experience was in flood relief in Punjab and Sindh. In the aftermath of the 2005 earthquake Pattan was involved in providing relief and temporary shelter assistance in Mansehra District.

Pattan seeks to integrate its emergency activities with long term community development and leadership building activities. Pattan is member of the Asian Disaster Network and has extensive experience in working in disaster areas and in its rehabilitation and reconstruction.

PATTAN involvement inIDPs |
|
| |
The ongoing community development activity of most relevance in the current crisis is Pattan's work with the Women's Councillors Network. This network has organised the women elected to the lowest level of local government and supports them in conducting constituency work and advocacy.
Women councillors from the WCN have been active in mobilising local assistance for IDPs in their districts, particularly in Mardan District. The partnership with WCN gives Pattan an opportunity to address directly the needs of women IDPs, by our Women Councilors, which have otherwise tended to be neglected in the official relief response. |

In its immediate response to the IDP crisis Pattan, along with the Women's Councillor Network, conducted a needs assessment with camp and non-camp based IDPs in Mardan District. |

In order to quickly react on the questions Pattan is receiving from IDP’s, Pattan itself has collected relief items and financial donations from relatives, friends and others willing to donate, in order to respond quickly to the need of IDP’s. This has resulted in two main activities:

First the support of IDP families living around Islamabad who were actively approaching us for support and give them the essentials they needed. |
|
| |
|
|
| |
Secondly it has the used collected resources to establish the Women Facilitation Centre in Sheik Shazad Camp, Mardan. |
|

|
|
| |
Pattan’s Support a Family Initiative |

Pattan has supported 30 Households according to their need assessment, and has distributed food items to 30 IDP Households in Rawalpindi living in: |

This food pack enables them to have the basic food items for 2 weeks. |

In a second distribution, the collected Household items brought by families and residents of Islamabad have been shared with another 5 families in Hazara Colony in Rawalpind and in Barakahu, Islamabad. |

| |
The medicines provided by a health clinic have been handed over to Female doctors in Mardan via the President of the WCN in Mardan. |

Based on the observation of Pattan and the issues shared by the Women Coucilors that there is a need to address specific needs of women and women necessities,. Especially in the camps these have been ignored. This has resulted to establish a Women facilitation camp to address the specific needs of women IDPs in Mardan. |

Registering Women’s need in Women Facilitation Centre

By 22nd of May, Pattan has established a women's facilitation centre in Sheikh Shahzad Camp and allocated female staff to the camp.
This centre acts as a drop in centre for IDP women and as a link between them, camp authorities and other organisations. It will identify gaps in assistance programme coverage affecting women and help them to articulate their needs. |

Secondly, the Centre brings women and young girls out of their trauma with giving them the opportunity to come out, to gather, socialize and to speak to other women and share their stories. |

Current activities of the Women Facilitation Centre up to 1st of June 2009: |

Regular need assessment of IDP women and their specific issues in the camp |

|
Providing sanitary pads, mirrors, threads, needles, mosquito killer coils. |
|
|
Liaison with camp administration regarding women’s needs. |
|
|
Identification of gender issues. |
|
|
Getting women involved in the Camp Sector Committees |
|
|
Take up the security issues with camp security officials. |
|
|
Distribution of stock |
|
|
Provided by the Camp administration allocated to address the specific needs of women and distributed through Pattan women staff. |
|

Mobilize Women in sports activities |

Pattan staff conducted a survey and gathered information regarding the sports of women and children and initiated mobilization process. In this regard first batch of two teams of hand ball were formed consisting of 21 girls having age of 16- 20 years old. |

In order to engage children and women in sports activity, Provincial Olympics sports had announced a sports festival on June 3rd , 2009 at Shehzad IDPs camp. In this event children and women will take part. In this regard Pattan team mobilized children & women and formed groups who will join this event. This event is totally for women & children .Male is not allowed to participate in it. |

Initiating of kitchen committees in cooperation with Camp Administration |
| |
Provision of food to IDPs was centrally distributed and the responsibility of Camp administration. Now it has decided by camp administration that there would be a one kitchen consisting of ten families. On rotational basis entire ten families will be responsible to run the kitchen effectively and efficiently. In addition to that Camp administration requested to Pattan to take lead and help them in forming kitchen groups. In this regard Pattan has initiated mobilization and shared information with 45 families. All are agreed to join this kitchen committee and pattan will arranged meeting of these families with camp administration soon. |

Counseling of women and children |

Presence of Pattan and its work with women in Shehzad camp, IDPs feel comfort and more confident to share their issues with Pattan women staff. In Shehzad camp one family contacted and requested for help in arranging wedding and in this regard, one IDP Girl marriage is facilitated by pattan staff camp. |
